A 1/1000-scale plan amendment on development-right transfers in the Küçükçekmece Lake District was placed on public display for one month on 4 November 2026. Owners should check their parcel’s role and the limits in the plan notes before making decisions.

This article was prepared on 5 November 2026 after rechecking the official notice and plan sheet. The amendment was approved with revisions by the Istanbul Metropolitan Municipal Council on 17 September and ratified on 21 September; the new stage is the public display that began on 4 November.

Council decision, approval and display are different stages

According to the display record, amendment UİP-341126512 was approved with revisions by IBB Council Decision 972 dated 17 September 2026 and ratified by the Mayor of Istanbul on 21 September. Küçükçekmece Municipality placed it online and at the directorate for one month from 4 November. Display allows interested parties to review and object within the period; it is not itself a building permit or implementation right.

What limits apply to development-right transfers?

The plan note states that transfers may be carried out in the district’s current 1/1000 implementation-plan areas and must be based on valuations of the receiving and sending parcels. Subject to the vested-right exception, the portion exceeding 45 percent of the sending parcel may be transferred. The receiving parcel’s floor-area basis may increase by up to 30 percent. These are limits and calculation rules, not automatic entitlements.

Not every parcel can be a receiver or sender

The notes also prohibit transfers to symbol-designated parcels subject to detached, attached, twin or block development. Different calculations and procedures may apply to parcels in public-facility areas, parcels without buildability or claims involving vested rights. Therefore, a precise transferable area or new building right cannot be determined from block and parcel numbers alone.

What should owners do during the display period?

Compare the displayed plan with the title record, current permit and approved project in one file. Ask in writing whether the parcel can be a receiver or sender, its dedication and public-facility status, valuation needs and documents supporting vested rights. If you believe the plan adversely affects you, submit a reasoned objection before the display period ends and confirm the final day directly with the municipality. Obtain case-specific legal advice on post-display review and possible litigation periods.
