The objection period is not calculated solely from the day an e-Government message is seen. According to the official guidance, the critical starting point is the final day of the 15-day announcement at the neighbourhood head’s office.
This explanatory guide was prepared on 23 October 2026. It does not announce a new rule; it summarises for owners the Urban Transformation Presidency’s current risky-building process guidance, rechecked on the same date.
How is the assessment initiated?
According to the Urban Transformation Presidency, one owner or a legal representative may commission the assessment from a licensed institution. The competent authority reviews the report for compliance; an incomplete or incorrect report may be returned for correction.
Notification uses more than one channel
For an accepted assessment, the notice is posted on the building, communicated to owners through e-Government and announced for 15 days at the relevant neighbourhood head’s office. Under the official process, notification to holders of real and personal rights is deemed made on the final day of that announcement. Building management should therefore record all three channels.
When do the 15 days begin?
Owners or their legal representatives may object by petition within 15 days from the final day of the neighbourhood-head announcement, applying to the local Urban Transformation Directorate or the delegated authority. A seven-member technical committee reviews objections. Keep the announcement dates and proof of submission together because the period is short.
An objection is not the whole later process
The technical objection must not be confused with reconstruction decisions, owner-majority rules, evacuation and demolition steps, or administrative-court time limits. The Presidency states that a separate period of up to 90 days may be granted for evacuation and demolition. Announcement, objection, finalisation and any litigation should be verified separately for each file; this article is not legal advice.
A short checklist for owners
Save the e-Government notice and building record; obtain written confirmation of the announcement’s start and end dates; request a copy of the assessment report; document technical grounds; submit the petition to the competent authority in time and obtain a filing number. Seek specialist legal advice separately if litigation is contemplated.
