In Avcılar, combining neighboring parcels can increase development capacity in certain plan areas and improve the financial balance of a renewal project. The applicable rate cannot be determined from total area alone; the plan area, parcel count, existing buildings and dedication conditions must be reviewed together.

This guide was prepared on 6 November 2026 after rechecking Avcılar Municipality’s official statement dated 1 July 2025 and its current zoning inquiry channels. It is not an announcement of a new plan decision. The display period that began on 30 June 2025 is over; current conditions must be confirmed in writing from the parcel’s applicable plan and zoning status.

How does the incentive change with area?

The municipal statement lists area-based tiers for adjoining parcels: 5 percent up to 499 square metres, 10 percent from 500 to 1,000, 15 percent from 1,001 to 2,000, 20 percent from 2,001 to 3,000 and 25 percent above 3,001 square metres. It also states 15 percent for three parcels totaling 500–1,000 square metres where at least one parcel is smaller than 250 square metres.

Higher rates for block consolidation are not automatic

The statement refers to a 30 percent increase for block consolidation of 3,000 square metres or more and 35 percent for multiple blocks totaling 5,000 square metres or more. At this scale, dedication of parks, roads or other public facilities and a separate plan amendment may be required. Reaching the area threshold does not guarantee an increase; the competent authorities must complete the plan process and implementation conditions must be met.

The same table does not apply to every Avcılar parcel

The general section of the municipal statement mentions Ambarlı, Merkez, Cihangir, Denizköşkler, Gümüşpala, Mustafa Kemal Paşa and Üniversite, while its detailed notice identifies specific residential, residential-commercial and commercial-service areas in Gümüşpala, Mustafa Kemal Paşa and Üniversite. Because of this difference in scope, the neighborhood name alone is insufficient. Confirm the parcel’s 1/1000 plan area and whether the note applies to its map sheet.

What should owners calculate before consolidation?

First list each parcel’s title area, existing units and land shares. Then model setbacks, parking, shelter, soil conditions, dedications and total floor-area basis for the combined parcel. Additional construction area is not all saleable net apartment area; stairs, lifts, common areas, technical rooms and regulatory requirements affect feasibility. The owner-contractor split should be discussed only after this technical calculation.

A practical file order for consolidation

First obtain the current zoning-status document and relevant plan note from the municipality. Second, combine owner and building inventories for neighboring parcels in one table. Third, compare total construction, unit count and cost before and after consolidation using two preliminary massing studies. Fourth, prepare the owners’ decision, power of attorney, contract and support-application schedule. Do not promise a final split based only on a verbal agreement before title consolidation and permit stages are complete.
