Preliminary applications covering 284,272 independent units have been received for Istanbul’s concessional urban-renewal financing. The Urban Transformation Directorate said 5,651 units have reached the contract stage.

This report was prepared on 28 October 2026 using progress data in the Directorate’s 21 October statement. The figures are as of 19 September 2026; this is not an announcement of a new package or higher limit.

284,272 does not mean loan approval

The total is the number of units covered by preliminary applications, not approved loans or completed renewals. Eligibility, risky-building and owner documents, contractor qualification, project stage, income and creditworthiness are reviewed separately.

The 5,651 units are described as being “at the contract stage”. This must not be read as meaning every contract is signed or all financing disbursed.

Bakırköy leads in files, Kartal in units

In the 15 leading districts, 21,956 application files cover 235,157 units. Bakırköy leads with 2,653 files, while Kartal leads with 41,107 units.

District-level demand does not prove that a building is eligible. Risk assessment, permits, project status and owner/contractor documents are reviewed for each plot.

What should owners do now?

  1. Check that the ARAAD preliminary record matches the building’s unit and owner data.
  2. Prepare the risky-building decision, title records, contractor authorisation and construction agreement in one file.
  3. Align the financing schedule with permit and demolition timing before foundation work starts.
  4. Review the monthly instalment’s effect on household income and total repayment in a written schedule.
  5. Do not treat preliminary registration as approval; await the official eligibility and contract notice.

Financing terms are unchanged

The current official framework states up to TRY 3 million, a 0.69% monthly rate, up to 180 months and a 12-month initial grace period. TRY 3 million is neither automatic entitlement nor a grant; the available amount may be lower after eligibility and repayment-capacity review.
