Istanbul Metropolitan Municipality’s rapid building screening is a free preliminary review. It indicates risk priority but is not a final risky-building decision under Law No. 6306 and creates no automatic support entitlement.

This guide was prepared on 29 October 2026. The existing service is not presented as a new announcement; current application and result information was rechecked on that date.

What does free screening provide?

The municipality performs rapid screening free of charge. Teams collect field data on the structural system and may inspect concrete and reinforcement. It also states that limited openings are repaired afterwards with structural repair mortar.

What do D and E results mean?

In the municipal classification, D means high risk and E very high risk. These results matter, but rapid screening does not replace a detailed seismic assessment or the official determination under Law No. 6306.

Why is the Law No. 6306 assessment different?

The official assessment is prepared by organisations licensed by the Urban Transformation Directorate under statutory technical rules. The authority reviews the report before title and notification steps. One owner or legal representative may apply, and owners bear the cost.

Not every building suits rapid screening

The current FAQ says reinforced-concrete buildings above 10 storeys, masonry buildings above five storeys and other structural systems may not yield consistent rapid-screening results and require detailed assessment under Law No. 6306 or the Turkish Building Earthquake Code.

Four steps for owners

  1. Share the preliminary result in writing with management and owners.
  2. For a D or E result, promptly obtain detailed-assessment proposals from licensed organisations.
  3. If proceeding under Law No. 6306, plan the official assessment, objection and notification stages separately from rapid screening.
  4. Decide on strengthening or rebuilding only after jointly reviewing permits, planning, cost and support eligibility.

A rapid-screening result alone is not an evacuation or demolition order; nevertheless, a high-risk indication must not be ignored and expert review should not be delayed.
