The Yarısı Bizden programme for renewing at-risk buildings in Istanbul has been extended by another year. According to the Urban Transformation Directorate, it will continue until 31 December 2027.
What does the extension mean?
Previously expected to end in late 2026, the programme now runs until the end of 2027 according to the official announcement. This gives owners in Istanbul more time to assess project and financing plans. The extension does not automatically make every building eligible; entitlement and programme requirements are assessed separately.
Support amounts for homes and business premises
The building-based support package announced by the Ministry and the Urban Transformation Directorate consists of the following components:
| Support | Home | Business premises |
|---|---|---|
| Grant | TRY 875,000 | TRY 437,500 |
| Loan | TRY 875,000 | TRY 437,500 |
| Vacating / relocation support | TRY 125,000 | TRY 125,000 |
| Total package | TRY 1,875,000 | TRY 1,000,000 |
The total package is not entirely a grant; the loan must be repaid. Amounts in the table are subject to eligibility and support conditions. Details such as ownership of multiple units and the recipient of relocation support must be confirmed for each case.
How should owners use this extra time?
Start by bringing the building’s existing documents and the owners’ expectations into a shared file. Then assess planning conditions, proposed apartment sizes, shares of common areas and the approximate construction budget together.
When comparing contractors’ proposals, total cost alone is not enough. Technical specifications, handover dates, payment stages and guarantees should appear in the same comparison. Before signing, clarify when and how government support will be reflected in the proposal price.
Expert view: use the extra time to prepare
From a real estate development perspective, the extension is an opportunity to improve project preparation. Matching owners’ shared expectations with a project’s technical and financial possibilities early on enables better evaluation of proposals.
My recommendation is to review the building’s condition, the land’s development conditions and each owner’s payment schedule together. Costs and allocation models may differ from one building to another. Rather than waiting, use the extra time to complete documents and prepare comparable proposals.
