The Yarısı Bizden grant and loan are not deposited into the owner’s account as a lump sum. Officially, payments are transferred to the contractor on behalf of rights holders in four stages—30%, 30%, 30% and 10%—as construction advances.

This guide was prepared on 2 November 2026 after rechecking current information from the Urban Transformation Presidency and the extension decision dated 20 October 2026. It is not a new support amount or application announcement.

How do the four payment stages work?

  1. 30%: When condominium easement is established and work begins.
  2. 30%: When the structural system is completed.
  3. 30%: When the building is ready up to the plastering stage.
  4. 10%: After the occupancy permit is obtained.

For buildings subject to Law No. 4708, progress is determined through the building-inspection system; for other buildings, by an on-site inspection by the relevant authority. Funds are transferred to the contractor’s demand-deposit account.

Why does this matter to owners?

This model links public funds to completed work, but it does not mean the private contract must automatically use the same percentages. Owners should separately document the difference between the total construction price and public support, down payment, interim payments and delay clauses.

Three contract checkpoints

  • Progress definition: Specify which official record confirms “structural system complete” or “plastering stage”.
  • Unfunded amount: State clearly when and by whom the amount exceeding the grant and loan will be paid.
  • Termination and security: Regulate how paid sums and remaining work will be handled in case of delay, defective work or contractor replacement.

Why is 10% retained until the end?

Linking the final instalment to the occupancy permit is intended to track not only structural work but also permit-compliant completion. Owners should review the handover record, common areas, technical defects and occupancy permit together.

Read the current deadline correctly

Presidential Decision No. 11902 extended the period for grant undertakings and loan agreements to 31 December 2027. This does not create automatic payment or remove progress stages; risky-building approval, project and ownership conditions, budget availability and administrative review still apply.
